No it doesn't seem excessive for a multi site USA trial- but POH has not confirmed any figure. Stuart Roberts suggested that POH will need to raise $10 Mill to complete all the Phase 2 Oxy trials ( which I read as both OxyC & OxyM) The vast majority of these funds would be allocated to OxyM
