chart - ding or dong time

Hi SS, here is a chart for you, I would actually appreciate your interpretation on todays action.

I really don't know what to make of things at the moment, we tried yet again to break 3.8c, this time with the highest volume in 3 weeks and came up short again. Will news of the upcoming SML push PEN past this significant resistance? or are we heading back to 3.4 or 3.1c?

As we are not seeing higher highs and higher lows then I believe it can safely be said that we are in a trading range between 3.1 and 3.8c and atm it appears more likely to break to the north than south, but it always looks that way at the top of the range ;)
