    There isn't really a CR at 2c.
    Not a single retail holder has a chance of getting any shares at 2c.

    Just look at BUD's 10c CR - no retail holder got in and they did a full $10m IPO.
    Only those who were lucky to participate in the SPP got any shares, and roughly 1/3 of what they asked for (massive scale back).

    As such, PSF's 2c CR is a not really a consideration imo.
