Well if they want enjoy there freedom from the wars they will need the shale to be economic. I guess in that sense even if they were in something bigger nowdays in that line they have independence capacity developed in ground .
It always worry me in Australia when we lose capacity to be able do war and i hate war . But lose your refineries your factories and skillset is major capacity blow to your defense forces if they have relie on foreign goods .
Not to mention the cost of this also which under war conditions the government's ability to wage defense strategy. Say the middle east became a real biggy where world players were taking out capacity of other nations .
If you couldnt fly or ship or do whatever with out oil you would be hard done by thats for sure in something drawn out over years.
