To commence mining you have to submit an NOI(Notice of Intent) and carry out all the other regulatory requirements. But that does not "change' the basic title -nor does it change an MPSA -no different to here in Australia. But at least here you can own 100% and upon that basis you proceed to financing. That is NOT the situation in the Philippines - any protest group can challenge the deal LAF have in place for the very reasons they stopped WMC and Climax and a whole host of other hopefuls. I sincerely hope LAF get to the starting blocks -but alas I have seen it all fall apart on EVERY occasion. Happy trading !!!
