Whilst I am no chartist I find the recent[10 years ] of PDI's share price movement to be of little signifigance until 15 April 2020.
From this date and the following few days the entire share trading volume showed the issued capital of the company being traded.
I would think any chartist would conduct there analysis from this date[15 April 2020 forward and not the previous 10 years
