It definitely appears to happen in the micro caps, not sure about companies as big as PAN. My best guess on why they pump up the shitcos before the raise is as Livermore said, the best advertising medium is the tape, if you want people to start looking at a stock then put it up in price(brokers need people to take the CR stock)
