amazed what happened last month..imo but quite a common scenario and possibly why this new information...... Tincom (client) recieve fee submisson from arup for AFT dwgs, get a shock (australian engineer fees/salary vs viet equivalent), and also viewed apon as a non competitive price as arup are exclusive...they may not want to roll over on this and want a second opinion or to understand the scope involved...engage an unbaised project engineer to provide expert advice to tincom on fees vs defined / clarified scope and manage the project moving forward.
this is the only reason i can think for the delay and why that paragraph might of been added. I still think this is a positive move, a professional approach by tincom and an essential employee skill base ECT can draw apon for future projects. Plenty of learning will be done on this project and the process moving forward to get a Coldry plant up.
