If that much graphite is required for a FC vehicle, and Japan are serious about substituting EVs with FC vehicles, Japan will obviously require a VERG BIG, VERY CHEAP and VERY LONG TERM supply of graphite (and no doubt they don't want to rely on the Chinese!).

Now do a google search for Japan Mozambqique and find the recent news about an investment protection agreement signed between Japan and Mozambique over last couple days.
