There's rules for retail holders and then 'no rules' for the others. We saw clearly when CDU was in an extended trade halt how shorts jumped up / down all over the place daily, despite not a single share being actually traded via the exchange for months. More about this in the online blog, but I wont' hold my breath for the bulk of shorts to ever be covered on market.
