There has been a very consistent and orderly exit of short positions between $10.00 - $10.50. My uneducated guess is some of the trading is geared towards containing the SP within that range while this happens.
As of the latest update (5 Feb) they are down again to 6.6%. They were 8% at the beginning of the year and historically have averaged around 4%.
