Charts can have predictive value, because patterns do exist in the data, and patterns are just that - something that wants to be repeated.
The thing is that fundamentals are infinitely more important then these technical indicators, so when there is any news that may have a bearing on fundamentals of the company, charts go right out the window.
Charts do indicate the major resistance in the mid 7s which still seem hard to definitively break through.
