I worked for many years in an electrical distribution company and the regulatory team summed up how I feel about ASIC.
"Clever people in Government set up the rules, we employ cleverer people to maximize our returns within the rules and using the gaps they left in process". With one rule for instance they received (approx) $34m a year in subsidies for a service they no longer ran, because nothing in the rules said they couldn't.
ASIC employ those same "clever" people. Investment houses employ cleverer people. Nothing will change and a good indication of that is the failure to ban shorting.
