yes and no. depends how much cash you have to spend and how many times your can buy back in to average down.
but i don't base moves on insto down/up grades. if i bailed every time an insto downgraded my stocks, i'd be a very poor man.
if you sold due to an insto opinion you shouldn't have bought the stock to begin with.
