No, I see TA / chartists as unbiased. Posting something with substance. Downrampers produce arbitrary numbers such as "80 cents". Their motive is easily seen and easily ignored.
However, this operates in reverse. When Zip is at an ATH, the up-rampers come out and throw out fanciful numbers like "$30 by the end of the month".
