The trading over the last few weeks and the movements in the buy/sell is bordering on bizarre.
However often it is explained in time (2 or 3 weeks after). We will see.
Someone or a group appear to be wanting to agitate the buy/sell but holders are not being sucked in.
One action to fix this is no doubt the deployment.
An announcement by CWE as to when they plan to do this will help.
