It isn't published anywhere that I know of... however, if you are good at reading changes in substantials notices from the likes of UBS, MS, JPM etc, you'll often see copies of the securities lending agreements, which include the identity of the counterparty. Many will reference other custody banks, ie, if JPM is the custodian for some super fund and lends out stock, it will lend to other stock loan providers so they can offer the stock to their hedge fund clients. Some of the agreements will be with the hedge funds as well, try looking at the MS 603 form from 27-Jul-2018 and look for the parties to the agreements. As far as I know, that's a way of getting a hint at best.
