Gov shutdown has happened before, a few times I think. Wasn't really much of an issue. Sure the gov staff go home without pay until other Gov staff also now not getting paid decide they don't like not getting paid and so they vote in the relevant bill... it passes, they all get paid again and all moves on towards an even higher level of US debt.
Or something like that.
