It is much more complex than this but I'll try to add something here as well...
I consider the TA / charts being more as a reaction of what's happening in the market; it is pointing to patterns, behaviours and trends; it is also giving signals (for people able to read them and consider them) of what could happen in shorter term, to bring back on earth the over-optimistic people.
The fundamentals are definitely the king in this game but we should see this as FA making the strategy and TA doing the tactics.
