Like your observations - I think the issue is actual orders from china. That was always a major under-pinning of the story and SP. Have the Chinese been awaiting the big Conference event to see the confirmation of environment direction, and orders to proceed and financial incentives? Or are they trying to work out how to do it themselves (build and deploy) without FLC margin? Note the reference in the conference about innovation. (Sharper and more agile than Turnbull)!
