a lot of companies are doing cap raises or securing long term debt to ride through the global turmoil... even if the US$20m is received, I wouldn’t be surprised if some form or debt facility or cap raise is done in the near future.
credit markets are still functioning due to the central banks pumping cash into it, so companies need to take advantage of that now before credit spreads widen again.
I can only hope that it is announced along side a large new contract that will need capital to execute...
