I would expect the preliminary final report is substantially completed now. The draft copy may receive a final massage before release prior to 28th February, which in this case probably means the 26th as the last business day prior.
The point being the report generates considerable focus, and will show the benefits of the Ivory coast project to the bottom line. in a more conventional accounting style than the lumpy cash flows of the 4C.
