A chart formation has to be confirmed usually by the next candle. Many events can change a chart pattern. Natural disaster, death, drill hole etc.
One technically cant tell if this is exhaustive until today or tomorrow. Exhaustive gaps create a change in direction.
If people wake up and decide to buy this morning then the buyers haven't been exhausted.
I road PDN from 2c and it broke most chart pattern rules in it run to $10.
Exhaustion can become continuous. One thing is true that we will be able to tell and agree in hindsight.
Charting is far from an exact and perfect science. Tom Bulkowski tested thousands of chart formations and many failed a fair percentage.
