No it says we are cashed up and can do it on our own if there isn't a good deal on the table. It gives us a strong hand in negotiations.
Imagine turning up at big pharma with $50,000 in the account and a market cap of $7 million. They'd know we'd have to accept any deal they offer because it would fall over without them.
Now we can walk away if the deal is no good.
