Your statement about the obvious effectiveness is a little premature.
You are referring to this @vintage comment

I remember the pilot trial well and was amazed at how good it was, even though SMALL size. I think EMV themselves were take by surprise and led to immature representation to the FDA.
The calibre and breath of experience of the current EMV team is light years ahead of EMV then
