Are you aware of orderly market rules?
It's pretty common on illiquid stocks for brokers/insto's who are supporting the price, to place single digit volume asks (sell offers) into the depth in order to allow for orderly market bids to reach the next tranche of available liquidity.
Without it many retail brokers (ie CommSec, SelfWealth etc) will automatically reject a bid that is too far from the last sale price in my opinion erroneously stating that the transaction would not follow the orderly market constraints.
