The report title is "Daily Gross Short Sales reported for 14-Oct-2020", not Cumulative.
I read it as either
1. Total short sales executed yesterday; or
2. Total outstanding short sales as at yesterday.
Either way, yesterday shorting was huge because the number yesterday was 675K and on 13/10/20 was (I think) less than 30K. The preceding days were less than 50K/day (as I can remember).
However Tarvolt has different interpretation because he also look at the graph in

which is lagging by one week. His opinion is the first report is not meaningful.
Whatever the interpretation, the sudden huge spike convinced me shorters were exceptionally busy yesterday.
