Not a chartist myself.........
but I can't see any strong upturn without positive news on the IND, unless there is something in the budget apart from what has been already leaked.
Having said that once the IND is ok'd i expect $3.2 to be breached between then and July/Aug as more news comes along about progress.
Looks like a buy opportunity for those with cash.
