Suspect its the way of the world. TBH, I'd want a reasonable fee for the guarantee I'd buy up to $20M worth of shares in a few weeks time at a fixed price.
Interesting though - if the rights are taken up PAR will get more $ in the bank than if it falls back to underwriters...
