Read my comment just above yours. The thing that makes something manipulation is the intent. If the intent is to make money, then an algorithm will adapt to whatever pattern it sees. But, if the algorithm is designed to push a price down while accumulating, then I agree it would be manipulation. But, how do you identify which is which? How could you prove that manipulation was happening? I don't know. Do you?
