Sure, but nobody is being prevented from accumulating. Either, you nibble away over a long period of time or you commit to driving the share price up as you accumulate. It's not rocket science. What happens when finance is announced and there is a re-rating of the share price? Those who took the time to accumulate will be rewarded. SRL will join the indices and all those passive index funds will have to buy on market. There will be an opportunity for distribution.
