It's very easy to use the chart to explain why a stock moved up or down after the fact. Much harder to make useful predictions. You've always going to be right eventually if you remain vague. I believe the chart watchers have a significant effect though. Only because so many people believe in them it becomes a positive feedback loop/self fulfilling prophecy.
