Yes, all we knew back then was that it supposedly worked better than centrifuge, we didn't know it would be able to capture all of the U235 in mined uranium and cheaply, I think we do now, and with that also goes ZSS and IQE, and maybe one or more other tech that can use the laser enrichment process.
All we had back then was a bench tested application that might have been able to be scaled up, I reckon they now know for sure, otherwise we would not have even been considered by NEI or the DOE which clearly we are!
