ahjay, I think that - as often is the case - there's some truth in the point you're making, a point that has some ambiguity to it though: yes the next announcement can see a re-rate.
A ps announcement showing truly 'beautiful' data may see the sp reach the ROTH's target months ahead of their schedule.
There could also be a 'black swan' event - Trump loses the election but does not concede (?), Covid in Europe goes exponential (?).... who knows?-
TA and FA have both their limits, and, IMO, are both needed to be reviewed regularly to keep on track.
