Management prefers to reserve their funds to participate in CRs. If they would buy on-market and then not participate in a CR the backlash would be even bigger. Whatever they do, they will always cop "verbal lashes" for not enough shares, at a too low sp......
And there is no way to sell any - always a huge outcry regardless of reasons.
