I think they are well behind where they want to be in terms of positioning. They have been buying big time, so much so that it looked like desperation to me. With this article they are basically using the general weakness (nervousness) in the markets to accumulate more at lower levels. They are looking long term. They are not interested in making small gain off what they have just bought at all time highs, so they are more than happy to drive the prices down.
