"what is their ultimate goal"

IMO

1. Ensure fundamentals are good.

2. Accumulate as much of the company as you can at the cheapest possible average.

3. Use significant shareholding and ability to control share price to (force) influence and optimize business strategy and management structure.

4. Revalue stock to reflect true value.

5. Exit via takeover or US listing.

I would say we are half way through item 3 at the moment - the next agm could be interesting.
