Endless Cap raises and dilution of shares is the modus operandi of the Australian junior mining CEO. They milk whatever they can out of the markets to keep their outrageous paychecks coming in. Many times you will see the share price of these companies rally strongly, for no logical reason, other than it is being manipulated before a cap raise is announced, only to plummet afterward. Next thing you know a billion shares are on issue and the market correctly factors that into the share price.
