all etfs are different and they all have different rules governing how much cash they can have at any one time but suffice to say overwhelming majority of funds need to be invested into the “said” portfolio allocation.
they may be allowed for eg 2-5% cash as part of their NAV
but the whole point of the etf is they are broad stock exposure to a sector, so they WANT to be invested as much as possible in their respective sector (regardless of individual stock prices or fundamentals)
etfs may end up playing a bigger than normal effect on this bull run than other eras or other sectors, certainly in my review of etfs on BOE I found it quite remarkable
