It appears to be for TSF1, which is being rehabilitated, or other old pits that are being rehabilitated.
They would need to be rehabilitated anyway, just deciding whether to do it as greenery or bike track.
I assume the company wrote something about 'rehabilitating for community access and tourism' in the environmental applications originally.
But a bike track sounds problematic to me - wouldn't that be inside the security fence?
