Maybe he does. ;-) Brokers don't seem to know much at times. I saw broker valuations of AFG at around $13 when the market was valuing the shares at below $7. At the end of the day the market valuation prevails. Mind you, I hope the upper valuation of UXC prevails as I'm down a fair bit.
