I think the weakness would have happened anyway and was weak before that announcement came out, although it could be a contributor.
What it does mean though is that the company will probably accept all over subscriptions with no scaleback. Although with the SP at current levels they may be lucky to get applications.
Will surely be some positive news next week to kick it along.
