For those who are looking for positivity, the flip side of that statement is that the big guys want in for more. They are holding out for a bigger slice of the pie because its gonna be good.
Kar don't want them to have a bigger slice, offering just enough to keep the coffers steady according to their time plan. An interesting game not for the faint of heart.
