First time I probably agreed with you LOL..
IMHO, get the median price over all of the capital cities every 3 years (like land tax assesmnts) and then deem the average over the country.
Anything above this limit should be deemed as an asset.
I would also allow the pension recipient to have the option to maintain their normal pension if the home tips them over the threshold, but with the Gov being able to have the those additional $$ returned (with no interest) when the home is sold.
