Re-reading the statement the blue area comes under Savanna for "dimension stone". The green area is meant to be of economic significance to Savanna - but this doesn't even cover nuclear fuels.
The fact that the blue area is not entitled to explore for or mine any nuclear fuel minerals by Savanna nor has been granted (if the asx statment is true), and assuming Bannerman have been above board, then this seems like an opportunistic grab / punt as Tibbs stated. It looks like they left their run too late in the day.
