You need to undertake an business ethics course, because it is clear that you don't understand the fundamental difference between what is legal and what is ethical.
Providing loans regardless of what they are called within the rules and regulations is most definitely not illegal or a crime even if it is potentially unethical.
You can abide the law whilst being unethical, you can also make ethical decisions that are against the law.
