Agree about the breakthrough. Big cross national projects are notoriously complex technically, financially and politically because of separate laws, juridictions and budegtary consideratons.

But the common interest and urgent imperative for both Cameroon and Congo (evident from the article and the YouTube video - huge job creation and GDP boost) is that both nations need the project to get up ASAP given Covid and the economic deterioration in Africa.

Our backers in China are probably also keen to help Cameroon, Congo and maybe even Gebon to produce at full capacity to flood the seaborne market with excess supplies of iron ore so China instead buys from Africa.

The other beauty is that Ding can stitch up a fully funded solution without the Africans taking on debt according to the MoU at least. That's the reason the past scenario never took off. And why 3-4 years of bureaucratic bullshit is now eliminated.
