Can't lock people up for (x) amount of years,

then upon their imminent release, say...………..

"they shouldn't be released, and we need to keep them in jail longer."

Need the useless judges to give them a suitable sentence to start with.

Like wise, monitoring this creature for 5 years, indicates that

he should NOT have been released at this time.

Monitoring sytems/strict parole conditions, are NOT

foolproof restrictions to prevent re-offending.
