Hi, the 2018 mandate wasent scrapped, it was in a "discussion mode". Now it is more or less decided that the mandate will start in 2019. The good thing about the chinese is that they dont play with these kinds of laws that is why they had 10%+ growth rate for more than 30 years, they take their economic gowth policies and 5 years development plans very seriously. Similar with the environmental regulation laws to take effect starting january 2018. They are achievers not talkers (unlike for example african countries). When tey want to do something they just take action and do it, they dont talk about it gfor years without doing nothing. That is a good thing in asian cultuees (japan, south korea, china) and one of the secrets of their fast development.
