Chinese labour is amongst the cheapest out there.
Given the transport is only next door, I don't see whats the problem.
If you want something with not viable, just look into our own backyard. Who pays $100k+ salary for digging up black stuff from the ground? The cost of running a mining company will be over first before places like Mongolia shut up shop.
